The recreation section of the weekly Packwood Highway Shopper historically has has more complete and up-to-date info than the FS website.  A report dated 5/31 (two weeks newer than FS) says Johnson Ck. road (FS #21) is clear to Hugo Lake area from the Packwood end.  Sounds like one can drive to about 4000' elevation from the Randle end:  http://www.highwayshopper.com/recrpt.html#t4

From experience Sunday (6/10) FS 21 from Packwood is blocked due to snow 2 miles before FS 2150 (to Snowgrass Flats trail head).  Wide deflated tired vehicles drove to 2150 and beyond and I suspect this is where all the wrong information stemmed from (FS sites, FS staff, etc.).  Unless you are an experienced snow trucker, don't expect access to 2150 for another couple weeks.  At that point, the first couple miles up 2150 should also be clear.
